Enforcement Reality

In practice, cannabis consumption has become ubiquitous in New York City. The smell of cannabis is now a constant presence on Manhattan streets, in Central Park, and across the boroughs. Enforcement of consumption laws has been minimal since legalization, with police largely focusing on unlicensed sales rather than personal use.
